Actually you're wrong both times.

Obligatory is fine in that context (should use 'are', not 'is' though) and unless it's been patched since, Golden God unlocks usually with about 6 levels to spare.

I also know people who claim to have Meat Ninja just from getting 307 (now 310) and as glitch levels do not count to that total, that'd imply a no there too.

I got Golden God at 100%, along with Meat Ninja.

I got it without beating the kids warp or 7-20X (can't A+ light world) but I had all the glitch levels beaten. the glitch levels add 1% to your completion but also add 1% needed to get golden god.

The answer is probably not.

Golden God appears randomly after like 96%, seriously.

No it don't.
Golden God appears at 100% if you didn't beat any glitch levels.
101% if you beat one, 102% if you beat two, ect.
And obviously 106% if you beat all of these.

But since the statistics are not meant to go above 100%, after beating glitch levels your completion can be like 105,5%, rounded at 106%, and thus unlock Golden God. (This case is if you beat all of the 6 glitch levels, but might be applied to other cases, if you only beaten 5, 104,5% will be rounded at 105%.)

Golden God is given at 100%.  The math is as follows...  (total levels cleared + total bandages collected / 410) x 100 + total glitches cleared.  Basically whatever percent of 410 you have with the addition of the glitches which count as 1 percent each.  Hence the 106%.  So it is more than possible to get the achievement without collecting every bandage or clearing every level.  You can even forget all 6 glitches as long as you do everything else.

If you have all the bandages, you can have 4 levels totally unbeaten and get it.
If you have beaten all the levels, you can still miss 4 bandages and get it.
Glitch levels do not count for the golden god (100% the game).

For example:
You have 100 bandages, 5 normal levels unbeaten and you haven't beaten any glitch levels. If you beat all the glitch levels, you won't unlock golden god. However, if you beat one normal stage and do not beat any glitch levels, you will get the "golden god"-achievement.

Go read my post above yours.  Your example is extremely flawed.

Allow me to further clarify for those having trouble understanding the math above.  levels + bandages = progress.  This value is stored in the save file specifically for calculating your percentage.  Highest progress you can achieve is 410 (310 levels + 100 bandages).  Getting 410 gives you 100%.  Each glitch beaten gives you an additional 1%.  This is why the game goes up to 106%.  You get Golden God at 100% regardless of how you manage to tally up those numbers.  Therefore Glitch clears are just bonus %.

Now lets do some simple math.  410/10 = 41; so 41 bandages collected/levels cleared is 10%.  Therefore 4.1 bandages collected/levels cleared is 1%.  So 1 glitch = 4.1 bandages collected/levels cleared.  So all 6 glitches cleared would give you a leeway of 24.6.  For all intensive purposes, I'm rounding this down to 24 for the next part.

Golden God requirements:
If you have 0 glitches cleared, you must have all levels cleared and bandages collected
If you have 1 glitch cleared, you can be missing any combination of 4 levels cleared and bandages collected
If you have 2 glitches cleared, you can be missing any combination of 8 levels cleared and bandages collected
If you have 3 glitches cleared, you can be missing any combination of 12 levels cleared and bandages collected
If you have 4 glitches cleared, you can be missing any combination of 16 levels cleared and bandages collected
If you have 5 glitches cleared, you can be missing any combination of 20 levels cleared and bandages collected
If you have 6 glitches cleared, you can be missing any combination of 24 levels cleared and bandages collected

This is my understanding of how the math works from being nose deep in the save files with Juzz.  If these numbers do not work for you, then Tommy is using some sort of weight system to the progress that we can't access through save files alone.  I personally got the achievement well after clearing everything because the achieves weren't working properly after release; so I never got to see this math in action to contradict it any.
