I don't know the specifications but generally: the more levels beat = the better position in leaderboard.
However overall time is factored in the mix in the way that someone with X time and 300 levels beat might have better rank than X+Y(Y could be hundred(s) of seconds) time and 301 levels beat.
So as an example (I'm pretty sure this is legit comparison although I don't know the time values):
Rank 1: 2500s time 300 levels Rank 2: 3000s time 301 levels
Rank 1: 3000s time 301 levels Rank 2: 2980s time 300 levels
My advice: beat as many levels as you can first, worry about time later.

I'm guessing this is PC related aswell, I'n uncertain of it but I feel like I have had my global time go up when re-completing warps.
Sadly such bugs or broken mechanics only make leaderboards feel artificial and not worth competing in. It's often the player who has to figure out the cause for these occurrences and the fix for them aswell, not fun.
