In your tools menu. And do you have auto updates on on Steam? That's an outdated version.

If it's on Steam, then:

MAKE SURE YOU HAVE SUPER MEAT BOY & STEAM UPDATED.
Go to your Steam library
Click "All Games", drop-down menu should appear
Click "Tools"
It should be in alphabetical order, go down to the S's
"Super Meat Boy Editor" should be there; click it and it will install (conveniently quick)
(OPTIONAL:) Right click it and make a shortcut on your desktop.
Get ready to edit.

If it's not Steam, then... Sorry. I don't know what that would be.
