I posted this on the steam forums and users have said that it seems to be running too fast on my machine.

here is the post:

I have been having trouble with 3-1x for a while, even to the point where I stopped playing a bit because of it. I searched youtube videos and found that people beat this level easily. The reason? The buzz saws literally move at half speed in the video. This naturally made me saw WTF, so I decided to boot up fraps and take a video. Once I hit record, I noticed these saws move at the same rate as the videos, but meatboy seemed to move at relatively normal speed.

I guess people running at 60 FPS get punished more than people at 30 FPS :-/

Everything is on high detail with maxed resolution.

system specs:
i7 930 stock speeds
6GB corsair ram
ATI radeon 4870 1 GB x1

When using vsync, mine plays like the first video (which you claim is 30 when it's actually 60).  If I turn vsync off, mine plays a lot faster than your second video due to my computer being fairly stellar.  If I had to venture a guess, you forgot to enable vsync which causes the game to autoplay at 60 fps.

Enabled V-Sync in my CCC and still no change

I'm gonna go out on a limb and say you have one of those 120hrz monitors.  Try playing it windowed and see if it changes.  If not, you may need to force 60hrz in your resolution settings.

I messed with the refresh rate, the issue is still there at 30hz and 60hz. Windowed mode seemed to fix the issue. It's not really how I want to play the game, but I suppose it will have to do.
