He isn't made out of meat, but it's hard to say if he has skin. I'd say he does.

He's made out of a substance similar to that of a snails exterior.  Hence why salt hurts him so.

Ogmo was a science experimant gone wrong. It's hard to tell if he does have skin or not, since he seems to be part machine part animal.
