Well, if I ever get around to making my chapter "Existential Boy", on the vast majority of levels you won't be able to die, and on a couple it'll be impossible not to collect Bandage Girl unless you quit as the level itself will take you to her.

Yeah, they both work but the context implies that it should be spite.

The fact it's a rocket launcher begs to differ.

What does this even mean?  Seriously, fucking ocarina of time, which is everyone's favorite doesn't have Moblins.  Clearly they are not a big deal, and neither are sawblades.  There are plenty of other good hazards to work with, not every stage needs them.

Legend of Zelda isn't about moblins.

Super Meat Boy is all about sawblades. There's moving sawblades, and spinning sawblades, and small sawblades, and big sawblades, and sawblade launchers, and retro sawblades, and retro sawblade launcher, and 4bit fire sawblades.

You dare say this game isn't about sawblades?

Okay well, the OCCASIONAL level is okay without sawblades, but it has to be really good to make up for the lack of those delicious blades.

Make it challenging:
It doesn't matter how original or pretty it is, if it is too easy, most people won't like it. Theres no point making a chapter for 5 hours if it's going to take someone 3 minutes to finish it. Think to your self "How hard is it to the average player" In Super Meat Boy, Dare I say it: dieing lots makes you feel as though you have accomplished something.

Don't make it too challenging:
Unless you are trying to make a map just for the experts, don't make it too challenging because if over half the people can't finish the first level, then no matter how well designed it is, people will give in and give up. Although if it is well designed then you shouldn't face this problem much, as players will get the general "flow" of things (i was just thinking your "Keep it fair may cover this, but it's up to you)
